Under the supervision and general direction of the Principal Architect, performs administrative and professional architecture work for a variety of technical architectural tasks and project types.

Essential Functions

  1. Supports the City’s Capital Improvement Program for vertical construction/remodeling projects including but not limited to office buildings, fire/police stations, libraries, historical preservations, community centers and court buildings.
  2. Performs project management, coordination, and administration of contracts for architectural studies, design, and construction projects by preparing solicitation documents, evaluating and recommending contract awards, issuing Notices to Proceed, processing submittals, progress payments, change orders, directives and project close out documentation.
  3. Participates in identifying the required architectural, engineering, contractor, and specialized consultant services for projects in the Capital Improvement Program. Develops scopes of work for consultants, negotiates fees, and manages the consultant contracts.
  4. Reviews, evaluates, and approves Architectural studies, designs. or plans for area of assignment in compliance with City of Glendale design standards/requirements.
  5. Prepares written and oral reports for City management, other departments, and the public. May be required to present at City Council Workshop and voting meetings. Presents projects to the public at other meetings.
  6. Coordinates communication of architectural issues within the department and organization.
  7. Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, attending classes, or participating in developmental activities.
  8. Follows personnel and department policies and operating procedures; demonstrates respect, tact, and courtesy to coworkers, contractors, consultants, and public.
  9. Represents the City on professional and technical committees when applicable.
  10. Provides technical architectural recommendations, advice, and guidance to management and other City departments.
  11. Coordinates with Engineers and CIP Project Managers to successfully implement projects.
  12. Conducts technical reviews and provides recommendations regarding schedules, studies, designs, and reports prepared by consulting Architects.
  13. Resolves field construction, design and programming problems by analyzing issues and implications of resolution and conveys solutions to partner departments.
  14. Assists in the development of the department, division, and capital improvement plan budget.
  15. May develop smaller architectural projects “in-house,” creating construction documents and specifications.
  16. Assists in supporting other departments in their short-and long-range planning, budgeting, and implementation of the Facilities Asset Management Program
  17. Participates in the development planning process when requested.
  18. Responds to and resolves citizen inquires and complaints.
  19. Performs other duties as assigned.

 

Minimum Qualifications/Special Requirements/Success Factors

Bachelor’s Degree in Architecture and five (5) years of increasingly responsible experience as a professional Architect to include experience managing building projects. One (1) year of lead or supervisory experience preferred.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:

  • The theory, principles, and practices of architecture, universal design, space planning, interior architecture and ergonomics
  • Professional literature and sources of information for the discipline in area of assignment
  • Research and statistical methods and procedures applied to discipline in area of assignment
  • Project contracts and project delivery methods to include, job order contracting, construction manager at risk, design bid build, design build, etc.
  • Project management and supervisory practices
  • City and state laws, ordinances, statutes, and regulations governing municipal architecture
  • Basic contract law, bond, and insurance requirements
  • Municipal capital planning and life cycle analysis

Ability to:
