Lake Havasu R/UDAT

Jerry Clark, FAIA was very instrumental in bringing a National R/UDAT to his community - Lake Havasu City. James Abell, FAIA was one of the team members on this R/UDAT. On February 19, I went to Lake Havasu for the public presentation of the plan that was developed for this community. Congratulations on a great plan and good luck with the implementation.

New Seal Requirement
(from the February, March, April 2007 issue of the BTR Newsletter - Letter from the Chairman). One thing from this past year is the concern, and several enforcement actions, resulting from professional registrants practicing while their registration was expired. While it is a violation of the rules to practice with an expired registration, the Board has been divided as to the seriousness of the offense and the degree of disciplinary action to be taken in such cases. To that end , the Legislation and Rules Committee has recommended, and the Board has approved, a request to change the current professional seal.
The change would be minor in that the new seal would require that the date of expiration “be noted” beneath the current seal. if that proposed change is approved new seals will require a line showing “Expires _________” be placed directly beneath the bottom of the arc on the current seal (examples will be provided).
For those not wishing to replace their existing seal, you will be able to comply with the requirement by writing the notation each time you seal a professional document. This shouldn’t be a problem since most of us use electronic copies of our seals anyway. This change, if approved, will give the registrant an ongoing reminder of when his/her registration expires and, hopefully, eliminate the problem.

New Walk-In Tenant Improvement Program for Registrants
|

Pima County
Pima County will be initiating a new walk-in tenant improvement program on January 3rd, 2007 to provide permitting appointment services to registrants operating as project design professionals in responsible charge.
Program purpose
This program has for purpose to expedite the review process for small tenant improvement projects by having the design professional make changes requisite for plan approval in the presence of the plans examiner. This program would save time for both registrants and County staff by eliminating returns for corrections whenever possible. Permits may be obtained at the time of building plan approval for projects with a current development plan and other requisite section approvals.
Program scope
• Designer must be project design professional in responsible charge per IBC 106.3.4
• Maximum of 3000 square feet of tenant improvement area within existing building footprint only
• Only minor prescriptive structural alteration not impinging on lateral design
• No H occupancy groups
• No commercial kitchens
• No new electrical services over 400 amps Requirements
• Provide site plan/code analysis showing all buildings on site with the TI area shaded
• Provide floor plan showing exits, emergency lighting, signage, adjacent occupancies, firewalls/fire barriers
• Provide typical sections and details
• Provide electrical/mechanical/plumbing diagrams, schedules/calculations and details
• Provide handicapped accessibility and fixture counts
• Provide energy analysis where appropriate
• Provide original approved plans for reference purposes, when available
• Adhere to basic submittal criteria for tenant improvements posted on our web site (www.PimaXpress.com)

• Program operates 8:30 a.m. to 12:00 p.m., Wednesdays and Thursdays

Scottsdale Downtown Plan Update

The City of Scottsdale Advance Planning, Policy, and Design Division of the Planning & Development Services Department invites qualified consultants to submit a written response to this Request for Proposals (RFP). This request shall result in contracting with an Urban Design Consultant for the exciting opportunity to work with city staff and the community in completing a comprehensive update to the city’s 20+ year old Downtown Plan that will establish a blueprint for the future of Downtown Scottsdale in the 21st Century. The original Downtown Plan and subsequent community efforts have been successful at guiding the growth, both financially and physically, of Downtown Scottsdale. Downtown’s most recent successes under the plan include the addition of more than 2,000 new residential units as well as public and private development investment totaling $2 billion. With the influx of new housing and investment, Downtown Scottsdale is on the cusp of becoming a true twenty-four hour downtown, thus realizing the Downtown Plan’s main goal that Downtown Scottsdale has become a “highly functional mixed-use center” that provides a “creative environment in which people live, work and pursue leisure activities” (Downtown Plan, 1984).
As we embark on a new era for Downtown Scottsdale with its latest thriving residential neighborhoods, active tourism, creative arts community and burgeoning business districts, it is time for Scottsdale to once again assess the opportunities and challenges that downtown will face in the years to come. Some of the challenges that this plan update will need to examine include the following: urban design, sustainability, urban open space master planning, circulation and mobility, place making and addressing the quality use of the public realm.
Respondents are invited to present themselves for consideration in the selection of an experienced, knowledgeable and innovative organization to undertake this Downtown Plan update. The goal is to complete the Downtown Plan update by the end of 2007. Proposals are due by 4:00 pm on March 27, 2007. Late proposals will not be considered.

2007 School Planning & Architectural Exhibition Annual Awards
